What is the Diversity Visa Lottery Program?
Each year, 50,000 immigrant visas are made available through a lottery to people who come from countries with low rates of immigration to the United States. None of these visas are available for people who come from countries that have sent more than 50,000 immigrants to the United States in the past five years.

The State Department holds the lottery every year, and randomly selects approximately 110,000 applicants from all qualified entries. The State Department selects the approximately 110,000 applications since many will not complete the visa process. However once 50,000 are issued or the fiscal year ends, the lottery is closed.

If you receive a visa through the Diversity Visa Lottery Program you will be authorized to live and work permanently in the United States. You will also be allowed to bring your spouse and any unmarried children under the age of 21 to the United States.

The latest visa lottery is for fiscal year 2004. However, the applications must be received between noon on Monday, October 7, 2002 and noon on Wednesday, November 6, 2002 (not before or after). Persons who are selected are entitled to apply for an immigrant visa that will be issued between October 1, 2003 and September 30, 2004.


 

Am I Eligible?
You must be from a qualified country and meet an education or training requirement:

  • You or your spouse must be a native of a country that is eligible to participate in the Diversity Visa Lottery (if you were born in an ineligible country but your spouse was born in an eligible country, you can claim your spouse’s country of birth as long as you are issued visas and enter the U.S. simultaneously). You may also be eligible to apply if your parent was born in a country that is eligible to participate (if you were born in an ineligible country, but neither of your parents was born there or resided there at the time of your birth, you may be able to claim nativity in one of your parents’ country of birth). For a list of eligible countries, click on the appropriate region:

For DV-2004, natives of the following countries are not eligible: CANADA, CHINA (mainland-born), COLOMBIA, DOMINICAN REPUBLIC, EL SALVADOR, HAITI, INDIA, JAMAICA, MEXICO, PAKISTAN, PHILIPPINES, SOUTH KOREA, UNITED KINGDOM (except Northern Ireland) and its dependent territories, and VIETNAM. Persons born in Hong Kong SAR, Macau SAR and Taiwan are eligible.

 
How Do I Apply?
Follow all directions exactly. Millions of applications are rejected each year for failure to follow the directions.
  • Entries for the DV-2004 must be received between noon on Monday, October 7, 2002 and noon on Wednesday, November 6, 2002. Entries before or after this period will be disqualified regardless of when they are postmarked.

     
  • There is no specific form for the entry. Simply use a plain sheet of paper and type or clearly print in the English (Roman) alphabet the following information. Failure to provide all of this information will disqualify your entry.
1. Full name, with your last name underlined (surname/family name underlined)

EXAMPLES: Public, Sara Jane (or) Lopez, Juan Antonio

Place: City/Town, District/County/Province, Country

Example:
15 November 1961
Munich, Bavaria, Germany

The name of the country should be that which is currently in use for the place where you were born (Slovenia, rather than Yugoslavia; Kazakhstan rather than Soviet Union, for example).

Your native country, if different from country of birth

If you are claiming nativity in a country other than your place of birth, you must clearly indicate this on your entry. This information must match with what you write on the upper left corner of your entry envelope (discussed below). If you are claiming nativity through your spouse or parent, please indicate this on the entry (see Am I Eligible for more information on these situations.)

Name, date and place of birth of your spouse and all natural children, as well as all legally-adopted and stepchildren, who are unmarried and under the age of 21 years (except children who are already U.S. citizens or legal permanent residents), even if you are no longer legally married to the child's parent, and even if the child does not currently reside with you and/or will not immigrate with you.

Failure to list all such children will result in your disqualification for the visa. Married children and children 21 years or older will not qualify for the Diversity Visa.

Full mailing address

This must be clear and complete, because any future mailings will be sent there. A telephone number and email address are optional, but useful.

 

6.

 

Photographs

Attach separate, recent photographs of you, your spouse, and each child, including all natural children as well as all legally-adopted and stepchildren (except children who are already U.S. citizens or legal permanent residents), even if the children no longer reside with you. Print the name and date of birth of each family member on the back of their photo. Group or family photos will not be accepted; there must be a separate photo for each family member. Photos should be attached with tape and not stapled to the entry. If there is insufficient room on the front of the entry, applicants may tape photos to the back of the page.

Photo specifications:

  • SIZE: Between 1 ½ by 1 ½ and 2 by 2 inches (37-50 mm) square, with the name and date of birth of you, your spouse, or your child printed on the back.

     
  • Person in photo must be directly facing the camera; the head should not be tilted up, down or to the side, and should cover about 50% of the area of the photo.

     
  • The photo should be taken with the person being photographed in front of a neutral, light-colored background. Photos taken with very dark or patterned, busy backgrounds will not be accepted.

     
  • Photos in which the face of the person being photographed is not in focus will not be accepted.

     
  • Photos in which the person being photographed is wearing sunglasses or other paraphernalia which detracts from the face will not be accepted.
    Photos of applicants wearing head coverings or hats are only acceptable due to religious beliefs, and even then, may not obscure any portion of the face of the applicant. Photos of applicants with tribal or other headgear not specifically religious in nature is not acceptable. Photos of military, airline or other personnel wearing hats will not be accepted.

     
  • Photos may be either color or black and white.
     

Failure to submit required photos for all family members, and failure to meet these specifications, will result in disqualification.

 

7.

 

Signature

You must personally sign the entry in your native alphabet, as it would appear on your passport or other official or contractual obligations. Neither an initialed signature nor block printing of your name will be accepted and will result in the disqualification of the entry. If you choose to sign your name in the Roman alphabet and that is not your native alphabet, you must also sign in your native alphabet.
 

Failure to sign personally the entry will disqualify the application.

  • Enclose your entry in an envelope between 6 and 10 inches (15 to 25 cm) long and 3 1/2 and 4 1/2 inches (9 to 11 cm) wide (see example below). Postcards or envelopes inside express or oversized mail packets are NOT acceptable.

     
  • In the upper left-hand corner of the envelope you must write your country of nativity (see instruction 3 above), followed by your name and full return address. You must provide both the country of nativity and the country of the address, even if both are the same (see example below). Failure to provide this information will disqualify the entry.

     
  • Your entry should be mailed to the address listed below for your region of nativity. Each region has a separate address:

  • Submit your entry by regular or airmail. Entries sent by express or priority mail, second day airmail, fax, hand, messenger, or any means requiring special handling will not be processed.
     


Note: All entries by an applicant will be disqualified if more than ONE entry for the applicant is received, regardless of who submitted the entry.
 

How Much Does the Lottery Cost?
There is no fee for entering the diversity visa lottery. If you win, you must pay a fee for an immigrant visa and a separate visa lottery surcharge.

While you may apply for the lottery yourself without a fee, you may also choose to have a private service assist you. These firms will generally charge between $50-$70. An attorney will typically charge more.

A qualified entry received directly from you has an equal chance of being selected by the computer at the Kentucky Consular Center as does an entry received through a private service or attorney who completes the entry for you. There is no advantage to mailing early, or mailing from any particular place. Every entry received during the mail-in period will have an equal random chance of being selected within its region. However, receipt of more than one entry per person will disqualify the person from registration, regardless of the source of that entry.

Please note: There is no fee charged by the U.S. Government for sending an entry to the lottery program. A diversity processing fee is only charged after you win, when you apply for the diversity visa at a U.S. Consular office. At that time, you and each accompanying family member will be charged a diversity visa processing fee and an immigrant visa fee. Both of these fees are not refundable if the visa is refused. If the visa is issued, a separate visa issuance fee is charged for each visa.

How Can I Find Out If I Won?
Applicants will be selected at random by computer from among all qualified entries. Those selected will be notified by mail between May and July 2003 at the addresses listed on their applications. Only the winners will be notified. Persons not selected will NOT receive any notification. U.S. embassies and consulates will NOT be able to provide a list of successful applicants.

Winners will be sent instructions and information on fees. Being selected as a winner in the diversity visa lottery does not automatically guarantee that you will be issued a visa, even if you are qualified. The number of entries selected is greater than the number of immigrant visas available, because not everyone selected will be qualified for the visa or will choose to complete the processing. Once all 50,000 visas have been issued, the diversity visa program for the year will end.

DV-2003 visas will be issued between October 1, 2003 and September 30, 2004. Applicants must meet ALL eligibility requirements under U.S. law in order to be issued visas. Processing of entries and issuance of diversity visas to successful applicants and their eligible family members MUST occur by midnight on September 30, 2004. Under no circumstances can diversity visas be issued or adjustments approved after this date, nor can family members obtain diversity visas to follow to join the applicant in the U.S. after this date.

 


 

Diversity Visa Lottery 2003 (DV-2003)

The registration period is over for the previous Diversity Visa Lottery, DV-2003, which ran from October 1, 2001 through October 31, 2001. Winners were contacted by mail, and only those selected were notified. If you did not receive written notification, then you were not selected for the DV-2003 lottery. Neither the National Visa Center nor U.S. embassies and consulates abroad will be able to provide a list of successful applicants.
