Proposal for
LEGALIZATION OF UNDOCUMENTED IMMIGRANTS
who entered the U.S. prior to September 30, 1996

The INTERNATIONAL IMMIGRANTS FOUNDATION is a charitable, non-political non-profit and tax-exempt 501 (C) (3) public organization, affiliated as an NGO with the United Nations' ECOSOC, and founded in 1973, to:

  • assist immigrants families and their children with direct immigration, naturalization and resettlement counseling;

  • help them in their process of acculturation to the American way of life; and

  • promote positive inter-cultural relations through special programs and events directed to change negative perceptions about the cultures of our society.

INTRODUCTION:

Following the unfair provisions of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (IIRIRA), the INTERNATIONAL IMMIGRANTS FOUNDATION has been actively working with many other organizations to introduce and enact legislation that would amend current laws. In particular the INTERNATIONAL IMMIGRANTS FOUNDATION has been, since 1997, the leading organization to advocate and nationally coordinate a Legalization Petition Drive for undocumented immigrants who entered the US prior to September 30th, 1996, the date when President Clinton signed the Act into law. The INTERNATIONAL IMMIGRANTS FOUNDATION believes that, though the new Act imposes hardships on legal immigrants and illegal immigrants alike, it is the undocumented that are mosot adversely affected and discriminated against by the recent reforms.
