Whereas, the Immigration Act of 1996 has indirectly created a clandestine sub-culture society of over 5 million so-called "undocumented" human beings, giving rise to an underground black market environment adversely affecting every aspect of our social, political, and economic life; and

Whereas, it is our collective responsibility, as US citizens who pride ourselves to be the world leading Nation in safeguarding and protecting human rights, to insure that every member of our society receives the proper and necessary medical care and educational entitlement, which, much regrettably, are currently inaccessible to undocumented immigrants due to fear of prosecution from mandatory reporting under the new Immigration Act; and

Whereas, a major impact of the new Immigration Act of 1996 is to compel every beneficiary of an immigrant visa to leave the United States for a period ranging from three to ten years, causing the cruel separation of spouses and children from their beloved families and uprooting them from their established environment; and

Que, los efectos negativos del Acta de Inmigración es exijir a los beneficiarios de visas de inmigrantes salir de los Estados Unidos de 3 a 10 años; separando a sus seres queridos, promoviendo un cruel alejamiento de esposos e hijos ciudadanos y residentes, sacandolos de esta manera del medio en que se han establecido.

Whereas, the practical effect of these negative aspects of the 1996 Immigration Act is to discourage undocumented immigrants from becoming legal residents and promote illegality on account of the natural human instinct to survive, avoid pain, and hold on to all that is dear and achieved through hard work; and

Whereas, this unfortunate situation created by the new Immigration Act of 1996, instead of promoting a healthy society, is merely causing a great deal of unnecessary physical and emotional hardship to countless US citizens, legal permanent residents, and their loved ones, and denying them the chance to become useful, productive, and law-abiding citizens; and

Que la situación creada por el Acta de Inmigración de 1996, en vez de promover una sociedad saludable, esta creando un innecesario sufrimiento físico, emocional y moral a un sin número de familias y seres queridos de ciudadanos y residentes, negándoles la oportunidad de ser ciudadanos productivos y obedientes de las leyes.

Whereas, the undersigned petitioners, realizing that a viable solution to the above-mentioned problems must be found as soon as possible, strongly maintain that the only way the new 1996 Immigration Act may be enforced in a truly humanitarian and compassionate manner is to provide for the legalization of all undocumented immigrants; and

Que el abajo firmante, considerando que una solución viable a los problemas mencionados debe ser encontrada lo más pronto posible, fuertemente recomendamos que la única vía para que la nueva Acta de Inmigración se cumpla dentro de un marco humanitario y compasivo es, que se legalizen a todos los Inmigrantes indocumentados que se encuentan antes del 30 de Septiembre de 1996.

Whereas, a regrettable feature of the Illegal Immigration and Immigrant Responsibility Act is its tendency to recreate the very pool of undocumented aliens which Congress sought to eliminate in 1996, the detriment to US fiscal policy should be evident. Regularising these undocumented individuals would transform them from an underground economy to one of hard-working, tax-paying, lawful residents with a concomittant benefit to the US Treasury; and

Whereas, redressing such an injustice can have the added benefit of turning undocumented immigrants into respectable tax-paying citizens who will promote the collective well-being of our Nation; and

Furthermore, recognizing that, the US is acknowledged as a world leader in an extraordinary range of fields of endeavor, from science to sports, thanks to the significant and undeniable contribution of immigrants and their descendants, as reported in the meticulous and rigorous study by the National Research Council;

We, the undersigned, reaffirm our faith in the ideals of "life, liberty, and the pursuit of happiness" that inspired our Founding Fathers, and support the initiative of the INTERNATIONAL IMMIGRANTS FOUNDATION & NALEO and their national educational endeavor to coordinate the Legalization Petition Drive, and further request you to take any necessary action that will lead to its immediate enactment.
